Saving Food Safety, Biosecurity, and Adverse Events costs

Some of the outcomes and benefits to growers are:


Action: Submissions on Food Bill
Saving $1,200,000

Submissions on Food Bill opposing the duplication of existing industry 3rd party assurance systems (Global GAP & NZ GAP) with government imposed scheme requiring all growers to register with MAF and to have a compliance audit (probably undertaken by the local Council). Submissions given high priority and achieved a specific commitment from the Select Committee to ensure no duplication. This means, avoidance of:
  • First year costs of registration and a compliance audit ($6m annualised over ten years): $600,000
  • Ongoing annual costs 6000 growers @$100 each: $600,000
Note the Bill is still working its way through the political process and further work will need to be done to ensure these benefits are realised.

Action: Government - Industry Agreements on Biosecurity
Saving $1,600,000

Represented industry on proposed Government - Industry Agreements on Biosecurity. Negotiated the minimum Government contribution under GIA up from 10% to 50%. Benefit to grower is dependent on cost of incursion. Note that this cost may be imposed on the industry even if product groups do not sign up to GIA. Based on an incursion cost of $20m, the increased government contribution increases by $8m (from $2m to $10m). Our estimate is based on one incursion every five years.

Monitoring and holding Government to account on biosecurity issues. We are the leading national industry organisation in this field. Officials, Ministers and the media are aware of the importance of biosecurity to the horticulture industry and the Government is concerned about what we will say. Stronger obligations on importers and compliance in the Biosecurity Reform Bill.

Action: Working with growers and Government on adverse events policy

Working with growers and Government on adverse events policy to ensure appropriate assistance is available to growers. Regular meetings with officials to monitor current and potential adverse events. Have successfully initiated a MAF review of what is an adverse event following the impacts of Psa.
