Nelson City Council is a unitary council – this means they perform the functions of both a regional and district/city council.

The resource management plans for this District include both:

  • Regional rules and policy to manage natural resources – the use of water, discharges to water, discharges to air or land and activities which cause things like soil erosion or contamination.

E.g. rules for discharges, water takes, cultivation etc.

  • District rules and policy to manage land use activities and subdivision. They manage land based on mapped ‘zones’ (e.g. Rural Zone, Residential Zone, Lifestyle Zone) with rules and policies relating to these zones

E.g. rules for noise limits, earthworks, height or site coverage standards for buildings and structures, sets out activities which can occur without a resource consent in each zone.

Current plan review process

There are currently two plans for managing resources in this District, the Nelson Resource Management Plan and Nelson Air Quality Plan.

Nelson City Council is currently in the process of reviewing these plans to create a new Whakamahere Whakatū Nelson Plan.  Read more about the draft Whakamahere Whakatū Nelson Plan here.
