The Hawkes Bay Regional Council’s Regional Plan sets out objectives, policies and rules to manage natural resources across the region. Part of this plan is currently subject to the TANK Plan Change, which amends the requirements in the Regional Plan relating to water quality and quantity in some catchments.
- Regional plans manage natural resources – the use of water, discharges to water, discharges to air or land and activities which cause things like soil erosion or contamination.
E.g. rules for discharges, water takes, cultivation etc.
Each of the City or District Councils – Napier, Central Hawkes Bay, Hastings, Wairoa, part of Rangitikei and part of Taupo – have their own District Plans.
- District Plans set out policy and rules for land use activities and subdivision. They manage land based on mapped ‘zones’ (e.g. Rural Zone, Residential Zone, Lifestyle Zone) with rules and policies relating to these zones.
E.g. rules for noise limits, earthworks, height or site coverage standards for buildings and structures, sets out activities which can occur without a resource consent in each zone.
