Submission on Recognised Seasonal Employer (RSE) policy review

28 April 2023

The Ministry of Business, Innovation and Employment (MBIE) began consultation on the Recognised Seasonal Employer (RSE) scheme policy review in November 2022.

The review aims to develop a sustainable, long-term direction for the scheme's administrative system settings, and an improved set of policies and guidelines which protect the rights and wellbeing of RSE workers and enable them to have a positive experience on the scheme.

After the initial consultation period, MBIE developed a set of policy options that industry, the Pacific and stakeholders provided feedback on in a final round of consultation in April 2023.

HortNZ placed a submission as part of this final consultation period, providing extensive input on the proposed changes on behalf of growers.

MBIE will now analyse the feedback received and develop final, high-level policy recommendations for Cabinet to decide upon in June 2023. Implementation will commence following Cabinet’s decisions. Cabinet decisions may result in further policy work to be continued post-June.
